Ignoring English seems a little silly. Doesn't modern standard Arabic function as a lingua franca between people who natively speak something else (even if mutually unintelligible local Arabics)? That would explain it's popularity, but on those grounds English would be even more popular.
Curious about your experience, are you female or in some way a "targeted" demographic (whatever that means)? I've lived here since 2014 and I can't really say I've ever felt scared, not even once. I feel more unsafe in Scandinavia where I am from.
Totally agree with the rest of your answer but rent is definitely not extremely cheap, at least in Taipei (wich is where most of the jobs are).

That's not true. It is indeed expensive to buy a house, but rent itself is definitely very cheap. This is of course a clear sign that the property market is a bubble there.
