Because good diplomacy won't help the military-industrial complex increase its revenue.



Only if you or a customer of yours are going to bomb them, otherwise you're better off being friends and selling them bombs.


Ideally you'd do both at the same time (or one after the other).

With good diplomacy, neither you, nor them, nor their enemies would buy more bombs.
